Official Rulings
When I play Horseman of War (COTA 249) on a Sanctum turn, does that mean that I can no longer reap with Sanctum creatures that turn, since Horseman of War says that my creatures can only fight? If so, is that true even if there are no enemy creatures to fight?
Yes. Once Horseman of War’s “Play:” ability resolves, all friendly creatures belong to the active house and can only be used to fight. If there are no enemy creatures, friendly creatures cannot be used for the remainder of the turn.
