In my battleline I have Sci. Officer Qincan (WC 304) and Techivore Pulpate (WC 341) in play. My opponent has Sacrificial Altar (COTA 078), a Dis artifact, in play. At the start of my opponent’s turn, when they choose a house and choose Dis, does the active player resolve these in the order of their choosing?

Sci. Officer Quincan’s ability and Techivore Pulpate’s ability resolve in the same timing window; the active player can choose which to resolve first. Each ability resolves fully before resolving the next.
