I have Scrivener Favian (MM 155) and Amphora Captura (MM 215) in play. Can I use Amphora Captura's replacement effect to resolve a bonus icon as a capture, and then use Scrivener Favian's replacement effect to resolve that as a steal?

Yes. Both of these replacement effects would happen simultaneously, so you, as the active player, get to choose their order. You may choose to first treat the bonus icon as capture and then to treat that capture as steal.
